When Did it Become Okay? Pt. 4

According to Psychology Today when people are in a group they are less likely to intervene or help in a situation than when they are alone. This is called the bystander effect. People tend to feel less responsible to do what's right because "someone else will".
The last few days I have recounted different situations I have been in or heard stories about and the people involved followed the definition of the bystander effect, except that there were no group present.
So tell me when did it become okay to give up responsibility to help a living breathing thing? To think "someone else will", when there is no one around? To live life for the good of "me", instead of the good of "us".
The Dali Lama has been quoted in saying "Compassion can be put into practice if one recognizes the fact that every human being is a member of humanity and the human family regardless of the difference in religion, culture, color, and creed. Deep down there is no difference".
**Although I know some of the following things some men have experienced, I can only speak to the woman's side.

When did it become okay to degrade a women who respects herself and doesn't send naked pictures to men she just meet or doesn't know? Who taught men that when a women isn't interested to talk down to an insult her?
65% of women and 25% of men have reported being harassed while walking down the street.
42% of women and 17% of men who have signed up for online dating sites reported receiving "uncomfortable or bothersome" messages
I know a lot of women who experience these different things. I've had girls tell me they don't enjoy going out anymore because they feel like a piece of meat that she is just there for the men around to watch.
